How Does MCSBA Function?
STANDING COMMITTEES SET DIRECTION.
Executive
Board presidents and superintendents meet 4-5 times a year to govern MCSBA and approve its
operating budget.
Steering
Officers, committee chairs, and others selected by the president advise staff on program,
agenda, and financial matters.
Information Exchange
One representative and one alternate from each district discuss current issues in
education and plan 1-2 meetings for all MCSBA members.
Labor Relations
One representative and one alternate from each district develop positions on labor issues,
share information, and plan a meeting on labor issues for all MCSBA members.
Legislative
One representative and one alternate from each district review legislation, develop
position papers, contact legislators, and educate other MCSBA members on current issues.
The group annually sponsors one meeting for all MCSBA members, two functions for
legislators, and one trip to Albany for meeting with our county's delegation to the NYS
Legislature.
OTHER GROUPS CONTRIBUTE.
Ad hoc committees deal with short-term issues such as:
- Sales tax distribution,
- Promoting public education,
- Developing a mission for MCSBA,
- Organizing the Association,
- Reviewing and updating by-laws.

Local school board presidents meet 4-5 times per year to discuss issues of common
interest. These meetings have no prior agenda.
Local district personnel managers meet every month to discuss labor issues.
Board presidents, superintendents, and negotiators meet as needed during periods of active
negotiations to update one another on issues and progress.
STAFF SUPPORTS EFFORTS OF MEMBERS.
Staff--
- Facilitates the work of all committees;
- Makes arrangements for all meetings;
- Keeps members current on issues;
- Provides research assistance;
- Maintains regular contact with elected officials, agencies, and the media.
