Best for Less Cost
Saving Strategies and Shared Services
in Monroe County School Districts
|

|
|
Member districts of the Monroe County School Boards Association (MCSBA)
collaborate with municipalities, businesses and one another to offer
excellent services while being fiscally prudent.
MCSBA and professional organizations provide opportunities for
planning to provide cost efficient programs and services.
Cost efficiency is defined two ways: |

|
s
Programs and services of the same value at less cost, and/or
s Programs and services
of added value at the same cost.
|
The sharing of resources has cut the costs of education by
millions of dollars per year while improving the quality and
variety of services provided by the county’s public schools.
|
|
|
|
Central Role of BOCES
Most of the
collaborative efforts among the 18 school districts of Monroe County are coordinated
by one
or both of our Boards of Cooperative Educational Services:
|
|
|
Monroe #1 BOCES east of the Genesee River and
Monroe 2-Orleans BOCES on the west side.
|
While the Rochester City School District cannot by law be a member of a BOCES, it may and
does
contract for several BOCES services.
|
|
|
Current Programs and Cost Efficiencies
|
Some cooperative efforts have long histories; others began
recently. These collaborations provide a
variety of services in the areas
of:

Instructional Program Service
Central Services
Insurance Cooperatives
Operations and Maintenance
Transportation.
|
|
|
Future Possibilities
Districts constantly seek ways to increase their effectiveness,
some of which are described here.
New
collaborations, however, involve legal research and the
overcoming of existing barriers
and disincentives
to further consolidation.
