There is general agreement among Monroe County
school district leaders that the mandates listed below cause precious
resources of time and money to be directed away from the primary purpose
of schools.
* Voluminous
reporting requirements

Funding of Charter Schools from local district budgets
*
Special Education requirements that remain unfunded
(When enacted this Federal Law was to be funded at
the 40% level
but has never been funded above 18% of very
expensive programs.)
*
SAVE training requirements
*
Professional development requirements for teachers at District expense
*
The mandatory contingent budget cap
*
Compliance with NCLB Law
A major portion of the problem with
unfunded mandates is the required reporting that consumes inordinate
amounts of time.
Currently 120 different plans
and reports are required: 53 by federal statute and 50 by state
statute.
Increased new funding has not kept pace with the increase in mandates in
recent years.
Continuing a pattern of increasing unfunded demands in an
era of diminished resources is neither desirable nor practical.
