In recent years, as
Monroe County has struggled to meet state and federal mandates, it has
made serious cuts into non-mandated health and social services programs
that support our neediest citizens. For students to function as
learners, schools have tried to replace these former county services
with programs. One example is the discontinuation of school nurses
to city schools that necessitated the creation of a BOCES service to
provide this vital service to children with health needs.
Now the County has moved to
take $29,000,000 is sales tax revenues that, by law belong to public
school districts, beginning on January 1, 2008 in the middle of a school
year for districts that are operating within budgets approved by their
voters.
