In recent years, as
Monroe County has struggled to meet state and federal mandates, it has
made serious cuts into non-mandated health and social services programs
that support our neediest citizens. For students to function as
learners, schools have tried to replace these former county services
with comparable programs. One example is the discontinuation of school nurses
to city schools that necessitated the creation of a BOCES service to
provide this vital service to children with health needs.
On the other hand, the
County in 2006 instituted its Nurse-Family Partnership program which
provides health care and counseling to first-time mothers who live in
poverty, from before the child's birth until he or she is 2 years old.
This care helps insure healthy babies being raised by knowledgeable
parents, which research indicates is essential to success in school.
